The Quality Management Bureau (QMB) provides accurate and timely information along with training and support to the entire Community Care Licensing Division (CCLD), its licensees, and public to assure individuals who live in licensed community care facilities are safe and receive high quality care. The Quality Assurance Unit in the Quality Management Bureau conducts quantitative and qualitative analysis to ensure the quality and consistency of CCLD enforcement activities and provides information regarding licensee performance to CCLD, its licensees, and the public. Under the direction of the Supervisor I, the Research Data Analyst II (RDA II) performs analytical and administrative functions to support Community Care Licensing Division. The incumbent conducts quantitative and qualitative data analysis using a variety of CCLD data systems and produces analytical reports of findings that provide actionable information to help assure the health and safety of individuals living in community care facilities.

Working Conditions

Our RDA II position offers all these exciting opportunities in a pleasant, positive work environment near light rail, downtown plaza, and other eateries, including a seasonal farmers market one block away.

This position is eligible for  hybrid work  in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent  will  be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.  The successful candidate must reside in California upon appointment.

Please note: Regular commute is not compensable.

1. Proficiency in the use of Microsoft Excel and Power BI.

2. This position requires incumbents to pass a Background Investigation prior to being hired.

The Background Investigation may include Criminal Background, Fingerprinting, and a review of any governmental records.

In your SOQ, please explain your relevant experience in the following:

1. Data Analysis and Tools Describe your experience working independently with large and complex datasets. Include the tools or programming languages you have used (such as R or similar analytical tools) and explain how you applied them to conduct analysis. 2. Data Collection and Integration Provide an example of a project where you collected, cleaned, and integrated data from multiple sources.
3. Project Coordination and Documentation Describe your experience coordinating analytical or research projects. Include how you manage timelines, document processes, and maintain accuracy while working on high-visibility or high-impact projects.
4. Dashboard Development and Maintenance Explain your experience creating and maintaining dashboards using tools such as Power BI or similar platforms.
5. Cross-Team Collaboration Describe your experience working across programs, divisions, or teams—particularly with researchers, analytical staff, and program or policy units.

Your SOQ should demonstrate your ability to work independently, manage complex analytical work, and communicate findings effectively.

This position is subject to fingerprinting clearance by the Department of Justice.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Experience working independently with large or complex data sets using applicable tools like R or similar.

2. Experience collecting, cleaning, and integrating data from multiple sources to support analytical and reporting needs.

3. Experience coordinating analytical or research projects and documenting processes, with the ability to manage timelines and maintain accuracy in high-visibility projects.

4. Experience designing, developing, and maintaining dashboards using Power BI or similar platforms.

5. Experience collaborating across inter-program or cross-division teams, particularly with researchers, analysts, and program or policy units.

6. Experience in translating complex data findings into clear, actionable insights for non-technical audiences, including leadership and policy staff.

7. Experience developing reports or metrics to track program performance, or outcomes.

8. Experience working in the Community Care Licensing Division or similar human services field is preferred but not required.
