The Quality Management Bureau (QMB) provides accurate and timely information along with training and support to the entire Community Care Licensing Division (CCLD), its licensees, and public to assure individuals who live in licensed community care facilities are safe and receive high quality care. The Quality Assurance Unit in the Quality Management Bureau conducts quantitative and qualitative analysis to ensure the quality and consistency of CCLD enforcement activities and provides information regarding licensee performance to CCLD, its licensees, and the public. Under the direction of the Supervisor I, the Research Data Analyst II (RDA II) performs analytical and administrative functions to support Community Care Licensing Division. The incumbent conducts quantitative and qualitative data analysis using a variety of CCLD data systems and produces analytical reports of findings that provide actionable information to help assure the health and safety of individuals living in community care facilities.

This position is eligible for hybrid work in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. The successful candidate must reside in California upon appointment.

Data Collection and Integration Provide an example of a project where you collected, cleaned, and integrated data from multiple sources.In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Experience working independently with large or complex data sets using applicable tools like R or similar.
2. Experience collecting, cleaning, and integrating data from multiple sources to support analytical and reporting needs.
3. Experience coordinating analytical or research projects and documenting processes, with the ability to manage timelines and maintain accuracy in high-visibility projects.
4. Experience designing, developing, and maintaining dashboards using Power BI or similar platforms.
5. Experience collaborating across inter-program or cross-division teams, particularly with researchers, analysts, and program or policy units.
6. Experience in translating complex data findings into clear, actionable insights for non-technical audiences, including leadership and policy staff.
7. Experience developing reports or metrics to track program performance, or outcomes.
8. Experience working in the Community Care Licensing Division or similar human services field is preferred but not required.
