The State Water Resources Control Board's Division of Drinking Water is seeking two Water Resource Control Engineers to join our Valley District team in Redding, CA.

This position requires independent travel from office to public water systems in Butte, Colusa, Glenn, Sutter, Tehama, and Yuba counties. Also, overnight stays throughout the State may be required.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Engineering Knowledge in one of the following fields:
    • Directly related to domestic water or wastewater treatment and distribution (e.g., civil or chemical engineering)
    • Indirectly related to domestic water or wastewater treatment and distribution (e.g., mechanical engineering)
    • Other engineering fields (e.g., electrical, biomedical, industrial, mining, petroleum, nuclear, agricultural, aerospace)

  • Experience in the public or private sector with domestic water or wastewater treatment and distribution.

  • Familiarity with drinking water regulations.

  • Communication Skills: Effective written and verbal communication and interpersonal skills.

  • Problem-Solving: Proficient analytical and problem-solving capabilities.

  • Attention to Detail: Ability to follow instructions and directions accurately and consistently.

  • Self-Management: Ability to work independently, set priorities, and meet deadlines.

  • Computer Proficiency: Working knowledge of Microsoft Office applications, including Word, Outlook, and Excel.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial font, 12-point size and normal margins.

For each statement below, describe your knowledge and experience, provide specific examples, and indicate your total years of relevant experience with:

  1. Drinking water treatment, regulations, and processes.
  2. Wastewater treatment, regulations, and/or processes.
  3. Field work, including inspections.
  4. Building effective working relationships with diverse groups to achieve cooperation and collaboration.
